USDA SNAP-Ed state plan update from CDSS

Last week, the California Department of Social Services released the following note, which appears to indicate USDA approval of the use of carryforward SNAP-Ed funding for CalFresh Healthy Living. Until we go through the necessary budget revisions and state plan processes, we will not know how much of this carryforward UC ANR will able to use and in what manner. We will share additional guidance when we have it. We hope to have more details to share about the carryforward funds at the Aug. 21 town hall. 

Dear CalFresh Healthy Living Partners, 

The California Department of Social Services would like to provide you with the latest update regarding federal funding for the Supplemental Nutrition Assistance Program-Education (SNAP-Ed) program, known as CalFresh Healthy Living in California. 

As you know, House Resolution (H.R.) 1 was passed and enacted on July 4, 2025, which eliminates funding for CalFresh Healthy Living as of October 1, 2025. On Tuesday, July 29, 2025, during a meeting with the Western Regional Office, USDA confirmed that previously approved funds for Federal Fiscal Year (FFY) 2025 can be carried forward and expended in FFY 2026 per existing federal rules. USDA also confirmed that each State Agency must complete and submit a FFY 2026 annual state plan of operation reflecting FFY 2025 carry-in funds only by August 15, 2025, to be used in FFY 2026. 

Given the timing and scale of California’s program, California will submit its current state plan by the deadline and will work with USDA and all State Implementing Agency (SIA) partners to submit a revised plan reflecting this new guidance as soon as possible. More guidance for SIAs on necessary budget revisions and state plan processes will be provided as soon as possible after CDSS receives necessary information from USDA.
